ASUCH passed a resolution to support a campaign to limit higher education fee increases on Feb. 18, 2004, with an overwhelmingly favorable majority. Included in the resolution is support for Proposition 56, which would allow the legislature to pass a budget with a 55% majority, just like 47 other states do now. The California Legislature, because of minority party opposition, has been unable to pass a timely budget since 1986. Even if enacted precisely as prescribed, Gov. Arnold Schwarzenegger's budget proposal would leave the state with a $7 billion budget hole in the 2005-06 fiscal year and "large operating shortfalls" for the next half-decade, Legislative Analyst Elizabeth Hill said Wednesday.
