Resolution 04-02: Student Lobby California Budget Funding Resolution
Passed: Wednesday, February 18th, 2004
Whereas, attorneys provide important public services to the people of the state of California,
Whereas, U.C. Hastings maintains significant programs to ensure law students are well trained, such as the Legal Education Opportunity Program (LEOP), Academic Support Program (ASP) and the Disability Resource Program (DRP),
Whereas, adequate funding is needed to ensure the strength of these programs,
Whereas, the budget cuts should not disproportionately affect those most in need of assistance by the state of California - students, children, and persons in need of medical care,
Whereas, taxes in the state of California are lower than those of nineteen other states, and California has the fifth largest economy in the world, so that we have the capacity to generate sufficient state income if a more progressive tax structure existed,
Whereas, California is one of three states that requires a two-thirds majority to pass the state budget,
ASUCH resolves that the California state legislature and governor’s office should consider all sources of increasing revenue for the state budget, including income tax increases and revisions to the state property tax law so that businesses pay their fair share of the cost of the infrastructures from which they profit,
ASUCH also supports the passage of Proposition 56 to lower from two-thirds to fifty-five percent the threshold to pass the state budget,
ASUCH further resolves that this resolution will be released to all concerned and appropriate persons and agencies as soon as possible after passage.
